Helen Kelly joined DMA in April 2019 as Associate, bringing considerable experience in working to end homelessness within a Balance of State Continuum of Care. Helen’s prior work focused on local implementation of Housing First programs and rapid rehousing program models, along with providing support for systems change through regional coordinated entry implementation. Additional work was accomplished with the PA Department of Aging to launch a shared housing pilot in Pennsylvania’s Pocono region. At DMA, Helen primarily supports clients with projects focused on developing housing options and programs for those with special needs, including the aging population, those with disabilities and those experiencing homelessness.
In Helen’s prior work as Housing Coordinator for Wayne County’s Human Services Agency, she created the agency’s housing department and established and managed programs funded through a variety of sources, such as ESG, CoC, PHARE, Home4Good, and HAP. Special focus was given to youth housing while collaborating with U.S. Department of Housing and Urban Development’s Rural Youth Peer Network. While serving at the local level, Helen facilitated the Wayne County Local Housing Options Team, organized yearly PIT Count efforts and utilized the Client Track HMIS system. She also brings experience as the Fair Housing Officer of Wayne County and as the co-chair of the Pocono Regional Homeless Advisory Board. Most recently, prior to working at DMA, Helen was a Regional Manager for the Connect to Home Coordinated Entry System and sat on the Governing Board for the Eastern PA CoC.
Helen’s favorite work involves capacity building, providing technical assistance when needed and grant writing. Helen comes to DMA with a Master of Public Administration degree from West Chester University and graduate certificates in Administration as well as Nonprofit Administration, along with her BA in Philosophy and World Religions from State University of NY at Old Westbury. She is married with three school-aged children and continues to live in Wayne County, PA.
